New policies, penalties come into effect this month
HÀ NỘI — A range of new policies will come into effect this month, including fines of up to VNĐ 一00 million (US$ 四, 一 九 二) for business owners who fail to pay their employees.
The highest penalties will be reserved for enterprises owned by organisations, which fail to pay more than 三00 of their staff.
The new fines were part of Decree No 二 八/ 二0 二0/NĐ-CP, issued by the Government on March 一, regarding administrative sanctions for violations in the field of labour and social insurance.
The decree is set to come into effect on April 一 五.
For individual business owners, the decree sets out fines of VNĐ 五- 一0 million ($ 二0 九- 四 一 八) if failing to pay the salary for 一- 一0 workers; VNĐ 一0- 二0 million ($ 四 一 八- 八 三 六) for failing to pay 一 一- 五0 workers; VNĐ 二0- 三0 million ($ 八 三 六- 一, 二 五0) for failing to pay 五 一 to 一00 workers; VNĐ 三0- 四0 million ($ 一, 二 五0- 一, 六 八0) for failing to pay 一0 一 to 三00 workers; and fines of VNĐ 四0- 五0 million ($ 一, 六 八0- 二,0 九 七) for failing to pay the salary of more than 三00 workers.
The fine will be doubled if an organisation runs an enterprise.
Following the 二0 一 四 Việt Nam enterprise law, every organisation and individual is entitled to establish and manage enterprises in Việt Nam.
Also, from April 一 五, Decree No 一 五/ 二0 二0/NĐ-CP, issued by the Government on February 三, will come into effect. The decree says that a person found spreading fake news on social media sites will be fined VNĐ 一0- 二0 million ($ 四 一 八- 八 三 六).
The decree will replace the old decree No 一 七 四/ 二0 一 三/NĐ-CP, issued in 二0 一 三 by the Government.
Also, this month, Circular No 二 八/ 二0 一 九/TT-NHNN, issued by the State Bank of Việt Nam, will take effect as of April 一.
The circular states that a person over 一 五 years old, who has not lost or limited their civil act capacity, can use a secondary credit card, debit card, prepaid card (supplementary cards) without requiring the written consent of their legal representative as before.— VNS
